OT: Windia 18% dex 3l unique no neb is worth around 3b.

the ring is legendary. I thought about recubing it until i got 21% or higher but decided not to cuz i'm broke atm. I have seen 4% all stat nebs in the fm before. I'm sure i can find one before AB is released.
3b.. that seems a bit low
4.5b, because 15% is worth 2.5b so 18% would be around 3-3.5b and a 4% neb is 1-1.5b(depending on dex or all stat) so it's 4.5b ish
