Your rundll32 is corrupt. If you have a functional dllcache you may be able to replace it with a working copy. You may or may not have to enter in safe mode, take ownership of the infected one, rename it, quarantine it, and then replace it with the working copy.

If your dllcache is hidden/missing try using one of the various free websites that help people fix these things such as bleepingcomputer.
Read this carefully
http://www.bleepingcomputer.com/forums/topic34773.html

Then register and make a post there in that section (if you cannot fix it). Why there? For one most other people don't want to take all the time and effort to deal with combofix logs to help you on here or most other places, and even if they did you can't trust unqualified people with things like that. The link I posted will get you help from professionals for free.

Your other option is to do a repair or just reformat / do a recovery for a fresh start.

Edit: Before you say "I'll just leave it as it is. I don't want to go through all that just to change the time" know that rundll32 is a critical system file. You should either get it fixed or completely delete everything on your partition. It's important and can't be left unattended.
