Question about Hyper Skills
Okay, so my Kaiser is about to get level 149, if I use the level 149 SP for Infernal Breath Reinforcement, will I still get SP to get Kaiser's Bravery or whatever, that level 150 +30 wep attack buff?

You'll get enough SP for all of your active skills.
Buffs are "active" and you will receive a point under that tab when you unlock that skill.
