Is it true that a legendary tier 2 item can only obtain 9%, 6%, and 6% for a total of 21% at it's maximum?

the max potential possible on a 3rd tier item is 36%+6%neb+14%2nd pot which is 56%, this is VERY unlikely to get probably near impossible
9/9/9 is possible
theoretically 9% on each line but since it's very unlikely most people just stop at 9/6/6

read again, he said tier two.
and that's correct OP, normally, items level 31-70 will reach 9/6/6 mainstat max, or 6/4/4 all stat max, not counting double/triple primary lines.
They can have 9% on all lines, but very unlikely. Even with Enlightning cubes.

EDIT: didn't see the tier 2 part, but i think all lines can have 9% stat and 6% all stat. not too sure though
