Is a cover letter required?
I'm just trying to get a job at fast food/retail/gas station. Is it required? I've been handing resumes today to gas stations and they don't seem to really care. But they were employees, not managers. I also hate writing cover letters, I just can't seem to word them properly. I feel like my resume says enough, and my determination by going to the places and handing my resumes. I also don't wanna end up writing a new cover letter for every place I apply to.

no, for those types of jobs just have decent availability and don't mess up interview and you should be good
for jobs like that they just care about availability
Unless technical knowledge is required (C++, AutoCAD, Fusion Cells), just make sure your availability is on your resume. Well, that's what a previous employment wanted to know.
Any occupation that enlists high school students is highly unlikely to require a cover letter.
