What? Tier 3 has always been 71+. What used to be tier 4 was 121+ before Chaos patch. But thats irrelevant to this thread anyways so i dont get your point.
Nope. It has to be level 120+ The answer is literally littered all over google.
The comment above me is completely incorrect.
1. RED did not shift it.
2. 3rd tier is NOT level 70. It is level 71 and higher.
3. tier has nothing to do with level requirements of decent skills. Some decents need legendary. Some need only unique. Some need level 70+ Others need level 120+ Complete list is available when you google.
