Alrighty, thanks guys for the input.
Xenon hair is only available from what royalrin said. This is similar to how you can not get the Explorer hairs unless you have the coupon for it.
you dont get it from anywhere
there was a hair coupon event a while back that had a chance of giving that out (i received it but didnt use it on my kaiser)
