Neither. Gender plays no role, it has to do with one's level of self esteem.
Both, since it depends on the person.
A lot of guys I know can't tell when a girl's hitting on them.
A girl asked if my boyfriend wanted to get dinner with her and he brought me and our friends along without even realizing what was going on..

I'd say both. I've seen many clueless girls just as much as guy. Gender doesn't affect how well you notice if someone likes you. That's affected by your experience and your general awareness of the world around you.
i'd say guys. When we approach a girl, we don't usually stop and think about if the girl likes you or not. We assume they do want you and make ourselves wanted. If we get rejected, we move on to the next.
Just try it, talk to 10 random girls on the street and there bound to be one girl that would say yes and that one girl is all you need.
It seems impossible for anyone to give a unbiased answer to this
