Roll or Keep? Inner Ability Question
Farming honour exp is very annoying...
I came across this and I don't think it's half bad, but I'm too scared to keep rolling.
I don't plan on spending NX in circulators either. Other stats provided for reference.

Keep it until you have 25-30 rerolls.
Here's why:
12% buff duration isn't bad, but its nothing spectacular (that's at best epic inner potential tier).
30 att is decent, but again, it isn't as beneficial as something like +1 attack speed
8% drop rate is still good, and its not junk, but it also isn't particularly outstanding.
Only having one or two of these would constitute a reroll immediately, but together, all three of them are fairly decent. However, you should be aiming for +1 attack speed, which you will then lock in as it will grant an increase in damage independent of other factors (so for example, % boss has its effectiveness reduced because you already have so much % boss, but +1 attack speed will never become mitigated in effectiveness). After that, you can lock in +1 attack speed and reroll everything else until you get another decent line.
To sum up: Its good for now, but its nothing spectacular;once you have more rolls, you can aim for better.

You can lock bottom 2 lines without locking the top?
I'd keep. Meanwhile stuck on Epic (25% buff) don't plan to spend.. a single buck on miracle circs, also too lazy to farm honor pts -_-
Keep that, chances of getting three decent applicable lines are pretty rare.
Definitely keep.

A sound advice. I'd do the same.
I suggest farming 500k-1m honor before rerolling again.

Keep it for now until you have enough honor to comfortably go on a reset spree and think you'll get something better
If i were in your shoes I'd keep locking in legendary and rolling again.
