Take a screenshot while scrolled of shadow shifter, please

Skills that have another skill as a requirement must be at exact level (no help from +skill point pots, etc.) try putting more points into shadow shifter.

That's my only guess.

Seems like a glitch. You'll have to log a ticket to Nexon about it.

Are you using the Leafre Codex Collection, by any chance?
Try popping one SP into Shadow Shifter and try again.

I removed my equips and my Shadow Shifter level is 11 and the mastery level is still 0 for Showdown.
