Where do you get potions for MPE?

Green potions actually break the speed cap, so if you need DSI to hit cap, get it. Green potions will only make it faster.

They sure do.
In general, yes it will increase. It will be also noticeable but like just above said, some skills have caped speed this arrow blaster does not.
The green mpe potion does one stage att speed boost and stacks with si also.
