Yes, the skill itself will be renamed to "Elemental Charge", they will remove the % Ignore Elemental Resist Property and keep the rest. In the same patch they will also reduce Blast numbers of hits by 1.

Yes, it increase the damage on the elemental charges and blast, and ignores a % of the elemental resistance of bosses depending on level.

After the paladin nerf, they will remove that elemental ignore (Along other thing, iirc 1 less hit for blast )

Until the rebalance it acts like Elemental Decrease yes.
