I don't believe it's duped, from what I've heard, it's only the 18 atts that were duped.
That depends...Did you get that cape as a reward from CWKPQ, self scroll that cape with chaoses, and cube it all yourself? If you didn't then it's worth nothing because it will eventually get deleted
Otherwise...The Legendary potential tier alone regardless of stats brings 2-3 billion and the attack on the cape is another 2 billion+. 25% str is maybe 3-4 billion+.
