How can I improve myself with 700mil?
It's not much but I also have reinforced pendant and belt. I'm not worried with gaining upfront damage because I'm looking forward to progression over time. I restarted my phantom and it's 83 atm, any ideas of what I should do with the little money I have on me?

If you have 100% diligence that makes the 90% scrolls effectively 100%.
Make a girl character and go gold dig.

My assumption was that your first post was suggesting that he equip clean RA, which I wrote a very lengthy passage to many of my friends and other basilers who made that mistake.

what do you mean cant afford to scroll it? you just buy icog in events shop over time, cant get cheaper than that. a very small percent of the players want their RA to be perfected with +10 all stats since thats hundred of $. And to have the M.ATK +30, Boss Damage +30% from empress you would also need the cape wich is not worth it compared to tyrant capes selling under 1b atm

pretty much what axnslicer said, most bosses and mobs can be killed at those levels. I usually go clean till 130~140 but if that
is a hassle farm those white or black anniversary equips and that should last you till 150.
You're 83, don't worry about using your mesos until you're at least 140.
