It's not "illegal" (Prohibited by law), only against Nexon's rules

More than half of the community would be banned if Nexon actually did anything according to those terms. But then they'd lose money, and it's Nexon.

Well I doubt anyone's going to get scared by that. You can't expect people to CC when you tell them that you will report and ban them, but you can expect to look like a fool.
