K so, I have 3%str 6%dex VSS... 15 atk wWG. uhh, a %dex cape, lawl, %dex earrings, evo rings, sold a lvl 10 III for 150mil, shuttup I made a mistake. That's about all that's worth mentioning. OH I have a 124 atk 6% TD 15IgnorDef King's Cent.
I'm thinking I'm to buy full empress set. Should I try and get %str versions? I don't know... I'll probably buy a HTP.
What would I get the most out of?
And if my range is like 11k unbuffed now, what do you think I could get? And how much %str?

Such new equips will come out in such a long time from now that it's rather silly to wait. Just get the empress and upgrade when and IF you have to.

Not to mention the availability of such equips won't be as commonplace as Empress-- so you can expect to shell out a pretty penny to wear it.
