99.99% are duped.
You can no longer get it legitly. It used to be a reward from turning in 50 Nightshadow badge at NLC.

uhhh from the scroll sellers in like the kerning swamp and whatnot? if that's what you're talking about that is...
isnt that sold by merchants around kerning city etc?
or are you talking about the GM scroll...
