Eh, I think that's overpriced. 31atk PACs were mass duped back in the day and aren't what they used to be. But if you're looking for only tradable gear, I guess it's not a terrible deal.
Tyrant cape with no stars has 50 all stats. Besides, that pac is duped as are all of the other 31 attack pacs and is not worth anything since there are THOUSANDS of the same cape on multiple different hacker mule accounts.

IMO no because I have a 23 attk 17% all stats 2% str 9% dex BFC and a tyrant cape with 3 stars beats it easily. Also at early levels till 150 you do not need that much funding. I found out the hard way and have many low tier gear with good stats that I cannot resell because no one wants them. People know 170+ is where you will start need funding for bossing and SDH.

You could buy clean tyrant cape, unique pot scroll (if you dont want to wait for a miracle time), throw a a stack or two of cubes on it and it would end up costing about the same, and be much better
Well yeah clean Tyrant is cheaper with 30 Atk already, with some chaos scrolling and enhancement it can reach a solid number but might want to have some lucky day, innocence and protection scrolls. Costs about 1b clean.
Although 16% Luk Tyrant cape would be so damn expensive, more than 6b without a thought.
Why spend so much? I'm not sure how much tyrants capes are in your world, but I can snag any class cape for 1b or less and they come with 30 w.att clean. They're also endgame material instead of being tier 2 and duped.
If you're using it for range then it's a pretty solid deal. If you think it's overpriced maybe ask for a lower price, that cape is tradable right? That adds huge resell value when you decide to ditch it, unlike tyrant cape.

To the thread starter. I'd still pick that cape than a tyrant cape. With the same % stat, the tyrant would be beyond more expensive so.
