Empress --gt luk
So if I were to change from empress to %luk, would 6% luk on every equip be better than the empress set at 999 base luk? assuming I only replace the empress equips with %luk, so not earrings, belt etc,.

Assuming that you're using clean or moderate attack empress gear (no %LUK) then yeah.
You don't need a good claw, you can get a 60 attack claw and have 6% luk on all your equips and it'd still be better than a full empress set.
