mssetup is jacked up or something

I have mssetup v124 and I opened it, it's been around 30 minutes and it still hasn't popped up..... I'm pretty sure my PC doesn't have a virus and I am able to play games like BF3 and LoL both on max graphics settings. Has this problem ocurred with earlier mssetups like v123 or v122? Anyone else having this problem or know why it's happening? I am running win 7 professional 64 bit. I downloaded this setup when the MS servers were down, so I am redownloading the mssetup again on another PC. WHY IS THIS HAPPENING!
