Lightworks is the best free video editor out right now if you're looking for something feature-rich. I use it on my laptop and it's really good.

Windows Movie Maker should be good for very simple effects / transitions. I haven't used WMM every since I got Sony Vegas, but from what I can remember, you can't pan/crop as freely as SV. Also, in WMM, you are limited to how many layers you can have in comparison to SV. If you have Windows, WMM should already be installed for you.

i use windows movie maker.
http://www.youtube.com/user/DavidH0696 shows my vids. there's an option for 1080p
To create OC: Adobe Movie Maker/After Effects
To remake/re-edit footage: Sony Vegas
Edit: This is like top tier stuff. You may not need 90% of the functions these programs will offer.
