Can you get capes from the instructors specific to the class? If I fight oz, will it give me a dragon tail Mage cape?

Yes, affirmative, of course, without a doubt.
I just killed the Evo Mihile and it dropped a Lion heart Cape (selling btw ),so I would assume that Oz can drop Dragon tail capes as well.
