I think what Erag0n1 was trying to explain is that if you neb a pants with decent hb and you wear it in order to activate it, the skill will go away once you un-equip that item unless you equip that item until you don't need decent hb anymore. However, if you have the POTIENTAL decent hb, you can freely equip and un-equip the pants without the skill disappearing.
