Do you get passive effect from stolen skills?

I was told I should use Dark Harmony instead of Sharp Eyes, but since it only gives +30 atk, I was wondering if maybe it was because of the passive 30% ignore def.? That doesn't really make sense, so can anyone confirm that you do indeed get the 30% ignore def. from Dark Harmony?

Actually, the only situation where Dark Harmony COULD be better, was if you didn't max Piercing Vision, and had a really low critical rate.
(Must be a dumbass phantom to leave it unmaxed.)
But even then we can discuss which is better.

Sharp eyes is better on all possible scenarios. Those who say DH>SE barely know anything about Phantom or Math for that matter.

Because some dimwits think that getting 100% crit-rate without SE makes SE useless.
I've heard several numbskulls say that the 30% max crit-dmg is SE's passive effect, but I just laugh in their faces as they show up with weakass criticals.

Sharp Eyes > Dark Harmony

Your party will appreciate the Sharp Eyes-buff as well.

(Only damage range hoes would take Dark Harmony over Sharp Eyes. And I feel bad for those who do)
Only situation I'd choose DH over SE, is if I had 100% crit-rate and close to damage cap on everything already, but then again, either of the skills would make me reach damage-cap, right?

Basically this. DH is a nice attack buff but that's all it is. There are better buffs to use depending on the situation.

It said so inside the skill descriptions of each IM that passive effects won't work.
