P/C on a 115k atk white nisrock?
I'm very low on money, so I ended up purchasing the above bow for about 45m -- zero slots, hammered, and no potential. Was I totally cheated, or was this an okay deal?

should be a good deal since iirc the highest attack nisrock you get with maker is 100?and even if all 7x60% works its only 114 and you would need at least 1 hammer to make it 115+ also keep in mind that 1x50% 2h wep att alone is more than 45m
