You can go to any potion merchant and buy a nebulite drill thing from them for 1k. Choose which ever item you want to neb and add the drill to it.
After that, you will have a slot for the neb. You can add the haste neb onto ur shoe by clicking on the neb and dragging ur shoe into the box.
