There's a Silent Crusade window in your keys, open it up and you can buy stuff and whatnot.
Look at your key set-up and find the silent crusade key. If you open that up, there is a set of chapters and the last tab is a shop where you can spend your coins on silent crusade equips. Also, if you go to the Silent Crusade Hideout in Edelstein, there will be an NPC that sells them as well, plus scrolls for them specifically.
