I think it's to keep a steady rotation of newer characters for each class. If all the classes were open all the time you'd mostly only see Zero, Kaiser, Phantom, Kanna, Cygnus, and Shades. Plus, it gives them a chance to see how new buffs/nerfs affect the way classes are played and general reactions to them.
On the other hand, it keeps people playing the game longer to finally get a chance to play the class they've been dying to use. If, say, you started playing like 2 weeks after Zero was first discontinued and saw one and were all like "Yo that double sword tranny hella cool!" you'd probably keep playing until you got to play it and were like "man dis hella whack, i aint wid it."
