How do you get the balloon?
How do you get that Republican or Democrat balloon with 5 atk? What quest do you need to do? I did all the quest for stew and now when I click on him, I can only exchange the white badges for the colored one.

I've gotten literally 200+ boxes and found dozens of donkey/elephant chairs, and nearly 50 balloons, but not a single head of state chair....
