Ua flame gear question

Hey guys! i was just wondering which class will benefit more for the ua flame gear.

Bishops or i/l arch mages?

Also will there be like a penalty for i/l mage since its a fire element attack? :o

I forgot to mention this: As an I/L, with an EleStaff/Wand, the damage penalty only affects the initial attack of Flame Gear. The DoT is left unaffected and is based solely on your range.

F/P's benefit the most from flame gear due to the DoT
To bishops and I/L, its just a map control skill...kinda useless
