Its not glitched. I have 119 luk with my puac. Then when i put the cape on it goes up to 136 luk. It also adds +4stats but it wouldnt add up either way. ^_^
Most likely, its a glitched cape. So the answer is no.
like 10% cape as in legit 10% cape? what are the potential lines and is it rare,unique, or epic?
