IMO the stats matter more but many would probably disagree.
3L 3% stat rare costs more than 2L 3% stat rare, 2L 6% epic costs more than 3L 6% rare, and 3L epic bad stats costs more than 3L 3% rare.

100% right, you can't get actually good % stats if it isnt unique or legendary, and buying something with rare-epic pot is bad since it takes more money to cube it to the better tiers

If it isnt unique or legendary, it's almost crap.
Items with the same stats and lower rank are even worth less.
Ex, I crafted a cape with 3%luk 3%luk rare potential. It took more than a week to sell at 100mil whereas the epic counterpart is worth 200mil or more.
Higher rank = Higher stats of potential.
