1. No profit made, so technically doesn't fit in.
2. I could agree with this point, provided Nexon didn't intentionally allow the equipment at first to give charm. That falls more under "abusing" what Nexon gave out, like with attendance mules.

the best way is really zakum helmets, mugong belts (if you like doing dojo), and buying cracked gollux/doing gollux

asides from that, usually every reward box event that gives unidentified love letters are SUPER great for farming charm.

mugong belts,zak helms, gollux crappy equip drops, monsterfarm trait potions, afk4fame, buying cheap perm nx equips, daily ghostbuster quest, etc
