You get "Empress Might" letting you equip items 10 levels above you. To get the lv1 skill of your class, you go through the same hell but harder and it's only 10 drops but takes even longer. To max it out, you repeat that quest 4 more times after the first time. You hunt specific monsters each time.

@Fatal, not as of yet. You get Empress Might only. You do the chain quest after that for your class skill.
