Someone whos good with Biology/Botany please

Where do the primordia's originate from? Why does this make sense? I Don't understand this question. What does it mean when it says where does it originate from!

I looked at that but it originates in where? I know its the organ/tissue in its earliest stages but why does it make sense? Because it helps the plants grow? I'm confused.

I'm a Zoology major and in in terms of tissues, it's an organ/tissue in it's earliest stage of development that's recognized so i'm guessing cells?
