but you can't put a summation formula as a fraction. That's like saying put a polynomial as a fraction.
I should know how to do this, since I just had a final on it. But it's summer, so all information left my brain xD

The thing is, he said 3.14159. No ... after the 9, so we have to assume that it is not continuous and stops at 9.

Not quite, it could be rational.
0.33333333 onwards = 1/3
We don't know if this could be expressed as a fraction, it might be able to. I remember reading a way to find out in a maths paper that my friend was doing but I'm not too keen on maths myself.

If you use geometric series, you can come up with a formula for that number 3.343443444...
but since it's not ending, it's irrational.
3.14159 would be the answer if they put 3.1419.... as that is just pi.
But since it ends, it's not the answer.
Irrational mang..
Irrational due to no repeating decimals; that 343 pattern doesn't repeat anywhere else on the decimal. Things like e^x and pi are irrational, if you need examples though.
