@bumblexxxbee:
I've tailored this build list to the responses you gave me including accounting for shipping based on the state you live in. I have also accounted for retail taxes which is why I have chosen to use Newegg (no tax) and not Amazon. I do not account for rebates in the total price though some of these products do have them. Here goes:

$204.99 Intel Core i5-6500 Processor http://www.newegg.com/Product/Product.aspx?Item=N82E16819117563
$82.98 MSI Z170-A PRO Motherboard http://www.newegg.com/Product/Product.aspx?Item=N82E16813130892
$46.99 G.SKILL Ripjaws 8GB (2x4GB) 2800MHz DDR4 Memory http://www.newegg.com/Product/Product.aspx?Item=N82E16820231868
$51.99 WD Blue 1TB 7200 RPM Hard Drive http://www.newegg.com/Product/Product.aspx?Item=N82E16822236339
$329.99 EVGA GeForce GTX 970 4GB SSC GAMING ACX 2.0+ http://www.newegg.com/Product/Product.aspx?Item=N82E16814487088
$71.99 XFX TS Series 750W Power Supply http://www.newegg.com/Product/Product.aspx?Item=N82E16817207015
$54.99 NZXT Source 220 Windowed ATX Case http://www.newegg.com/Product/Product.aspx?Item=N82E16811146178
$13.99 ASUS DVD-Writer http://www.newegg.com/Product/Product.aspx?Item=N82E16827135305
$142.98 Microsoft Windows 7 Professional SP1 64-bit http://www.newegg.com/Product/Product.aspx?Item=N82E16832416804

Total is $1000.89 including shipping costs and coupons.
The XFX power supply has a $20 rebate and the NZXT case has a $10 rebate which were not accounted for the total price.

This is all merely a suggestion. I encourage you to do research and make decisions and changes as needed, but I at least have given you something to work with.
To explain the build above, I have selected a processor and video card that will give you solid 60+ FPS in GTA V and Fallout 4 on their highest settings at a screen resolution of 1920x1080. The rest of the build revolves around those two parts.

There are a few components that can be easily substituted. The case is definitely up to you, how ever fancy it may be, but here I've used the NZXT Source 220 because it's a decent low-end case with solid features and quality. XFX power supplies, though expensive, are highly reliable as reflected by the5-year warranty. The Corsair CX500 power supply listed below as an alternative is much cheaper. Windows 7 Professional Edition will continue to be supported by Microsoft until 2020. The $99 Windows 7 Home Edition is end-of-life and is no longer sold. I have listed Windows 10 Home Edition as a cheaper alternative below.

$49.99 Corsair CX500 Power Supply http://www.newegg.com/Product/Product.aspx?Item=N82E16817139027
$49.99 Enermax Ostrog ATX Case http://www.newegg.com/Product/Product.aspx?Item=N82E16811124150
$102.99 Microsoft Windows 10 Home - 64-bit http://www.newegg.com/Product/Product.aspx?Item=N82E16832416892

As you can see with the total price, I barely made something within your stated budget of $1000. This means a new monitor may have to sit outside this budget or you will have to start making substitutions and allocating funding from the desktop.
$119.99 ViewSonic VA2409 23.6" 5ms LED LCD Monitor http://www.newegg.com/Product/Product.aspx?Item=N82E16824116683

@burning
What country/state do you live in? Pennsylvania
Can you order online? If you cannot order online, what stores are around you? I can

Do you already have a monitor, keyboard, and/or mouse? If you have a monitor, what is its screen resolution? I have a Logitech g510
Do you need an operating system such as Windows 8 or Windows 10? Yes but preferably windows 7
How much hard drive space do you prefer?either 500gb or 1tb
What games do you play or want to play? GTA V, Fallout 4, Evolve mainly. other games dont need much power
What other programs do you use? none really, i dunno what you mean. if by software then none.

@kenny777777: 212 evo can be quite huge, a little pricer, i think the tx3 cools quite well, i used both and i stuck with the tx3
ddr4 if OP wanted the i5 skylake build since it needs ddr4, but ddr3 is fine. my current rig is ddr3
i like to maintain a single drive without switching between hdd and ssd which can prolong the process of storage
i prefer nvidia because of the maxwell architecture which uses much less power and more head room for OC as well as generating less ambient temp. although 3.5 of 4gb could be troublesome for those going gaming above 1080p
i been using corsair psu for many years and it has been going very Good, but indeed there are more premium psu if OP is willing to spend the extra. however the bronze rating should be fine. t
and yes i forgot the case, thx for pointing that out. i would recommend cases by corsair, coolermaster, and fractal design.

There's no point in getting someone picking the parts for you if you don't research anything about building it.
I'd provide a rough build but I don't kno the prices in the US.
I'd head over to reddit /r/buildapc and just look at the sidebar and posts.

@thewolf
why a Z board and no K cpu?
212 evo is a better cooler
don't need ddr4, ddr3-1600 is fine
120/240gb ssd & 1tb hard drive is prob better, but depends on OP
r9 390 > 970 cause of vram issues at 4gb
theres better PSUs out there
u skipped the case
lol soz!

Note if you want to overclock, get the K series intel cpu, with an overclockable motherboard.

Answer as many questions as you are willing. The information you provide will narrow down the potential computers I look at.

What country/state do you live in?
Can you order online? If you cannot order online, what stores are around you?

Do you already have a monitor, keyboard, and/or mouse? If you have a monitor, what is its screen resolution?
Do you need an operating system such as Windows 8 or Windows 10?
How much hard drive space do you prefer?
