%strless revo set vs %str non revo set?

My friend's zero has the revolution set, but got unlucky enough to get 5%str across all of his items. (as in all 9 equips + 4 rings, only 5%)
So basil, I ask what kind of equips should he look for that will surpass the revolution set + effect?
I think it would cost way to much NX to cube everything to at least 3% str, and I thought he could get new ones in hopes of %str from the RED coin shop, but that's just a waste of coins, which leaves me to the only other answer: buying equips. The catch is he only has 250m to spend.
Is it possible for him to pass his range with the revolution set?
At the moment I think his self buffed range on Alpha is 23k-25k ~ 28k(roughly) and beta is a barely over 30k on the high end of the range, and he is level 172.
His sword is clean too, but aside from that;
How much would it cost to get 9 items all with at least 3%str, and possibly %str rings too?

Thanks for the answers!
I basically meant this I guess: Would having 3% STR on your top, cape, overall, glove, shoe, and weapon be better than having a revolution set with cleans stats and the effects? Not including any other item pieces, because you only need 6 for the effect.

I just used 18 %str (9% hat,6% glove,3% cape) revolution equips, and had a 71-79k range buffed with beta at level 180. Clean sword as well with horrible potential. What accesories are he using? The rings they give you aren't exactly good, I was using 3% earrings, 15 str nose, absolute, evo ring III, zero gratias, and legendary as well as absolute belt and shoulder. Does he have the important link skills? They increase your range by around 20%. 3 decks of S rank character cards help as well. Also, getting to 180 gives you the last 2 levels of the skill that gives 6% dmg I think.

Take advantage of the RED shop. Epic pot everything and use the cubes from the RED shop as well. You're bound to get something.
Or you can buy service. Epic pots are 45 coins iirc, meaning that you can get about 5 epic pots. It's risky, but getting a line of 6% stats may pay off.
