Ya but the problem is that the capsules do expire on the jan 18th. So hopefully we get mechs before the 18th.
It doesn't say anywhere they can't be used on Mechs. It says it can be used on Resistance members, which includes Mechanics.

Mechanics don't come with the same patch as Battle Mage and Wild Hunter.
