Can anyone please explain to me the different of a mastery book and a skill book. (Like "ACA 10" and "ACA 20 or 30"

One more question, is the book 100% chance?
So when i reach Hero, i wont have the skill ACA and have to buy an "ACA 10" book in order to get the skill?
