Hammers work like this: Even when they fail, they still make that once unavailable slot available. So if you had a 5 slot unhammered shoe, and you hammered once and it failed. You now have a 5 slot 1 hammered item but you really have 6 of the 7 total possible slots opened up. The CSS will recover those slots, i had to do it for my new belt this morning. Just be patient and sometimes luck is not on your side.

If it didn't work with hammer slots, you wouldn't have lost 30+ scrolls, don't you think? Logic. You're simply experiencing a streak of bad luck.
you just got badluck... I used 40 css in a row and they all failed.
