I got +1 att speed on my second line, via cash shop circulator, about a week ago.
Depends, You can only have 1 "legendary" line. So if u are resetting all 3 lines at once you can get the legendary line on any of the lines. So you could techincally get it on the 2nd or 3rd line. However once u lock it and recirculate it, it will move the "legendary" line to the first line.

I would have thought ou were trolling if I didn't have a situation similar to this. Had 27 attack on first line before the recent IA revamp and after the revamp I locked the first line and it got bumped to the second line. Not sure if it's still possible to do now though.
When locking my second line I had it jump down to third occasionally. I've gotten epic level potentials on my second line before, first line was leg, but I didn't lock it for long enough to know if it could get unique.

huh? so the locked potential can go to line 2 in order to get a better first line? so my 29% crit can move to the second line even though i lock it and the first line can then get+ att speed?
You actually have to get the att spd on the 1st line then lock and reset it over and over and over till you get lucky and the +1 att spd line moves down to the 2nd line. This is super uncommon though and takes so much honor exp. GL~

So yeah, I'd say don't get your hopes up... it's ridiculous the amount of crappy stats you get compared to actual good ones.
