When can you buy a store permit?
Title. I haven't played in 6 months and just created a new character in a new account, but the buy option on all store permits in the cs is grayed out. I am over level 30

I guess start buying everything first, then sell them once you get a permit? If you have 0 mesos for starting, just sell ores and clean wg in fm for initial money.
