Those are Silver Scissors. They only work on items that Flame of Rebirth have been used on.
They added non-NX SoKs to KMS a long time ago.

That's a new SOK. Silver scissor of karma. It is used on items that were once tradeable but became untradeable with a SOK requirement because of using the additional option flame item.
Items that require normal SOK still require 3k or 4k nx.
Don't know why so many people get confused when orange mushroom explain it very well.
I'd my explanation is bad go to orange mushroom blog and look at the post of the 1st part of the unlimited patch.
