60% scrolls is not the cheap way
the cheap way would be 70%s there about 25-30mill each
10/30% are about 35-40mill each
60%s are about 100mill each

He's a kaiser, he probably doesn't use shields and the update makes shields get weapon potentials, so that's why he maybe thought shields could be scrolled with weapon on it. Calm down.
