Same chance, 5%, but it applies to everywhere, not just Root Abyss. There's a screenshot of someone who farmed like a hundred unique pensalir equips.

There are three types of those potions. The White Star potion which you have increases the chances of RA bosses dropping epic-tier equips (does not work with reactors such as treasure chests so only Von Bon and Vellum benefit from this). The other two are the Black Star potion which increases the chances of unique-tier equips from dropping (what most people look for) and the Sparkling Black Star potion which apparently has an even higher chance of dropping unique items(?). If you happen to obtain a Black Star potion, they can be worth anywhere between 500~800m.
