How should I fund myself with 1.25b?

at level 176, I have pretty junk equips at the moment, like:
6% STR earrings,
2% cape,
2% belt,
3% shield (that i don't use if i use my nibleheim),
114 att 1h and 2h,
9 att wgs,
2% shoes,
clean top and bottom,
scar helm,
and some standard silent crusade rings.

what's the most efficient way I can upgrade my equipment to maximize damage? it is an empress set and evo rings? can i even afford that?
or is it better % items, which would make it easier for me if i want to transfer to my drk, or perhaps the new warrior classes coming out?
