I have one and I don't know I was just doing dailies, I'm shocked at how much of a fuss people are making over it

3 tries, one attempt a day for me.
If anyone obtained it yet, I'd like to know how many tries it took you guys because I've been hunting it on 15+ characters for the past three days and I still haven't got anything.
Yeah, the skin can be transferred to another character one time.
