Does the base str have to 5 your level or total str?

The question is basically the title. I ask this question because the question has come to my attention due to the auto assign button. The auto assign button adds str when the TOTAL str is 5 your level, but not when the base str is 5 your level..... SO I ask again, beloved basilmarket community, if I am supposed to add str so that the TOTAL str is 5 your level or your BASE str is 5 your level?
