Am i the only one who is over 100 and doesnt have the quest and is a hayato? Do i have to do a quest to get it on this character?

I personally had no problem with it, maybe try moving to different maps?
(just assuming you rage quit and didn't get a chance to move maps or something, as unlikely as it is...)
